Welcome

My family and I have called Selma home since early 2017 after we purchased our dream house in our dream town.  My wife, Sara, and I have made community involvement one of our top priorities.  I am proud to say we have been able to participate in a myriad of community activities here in Selma and throughout Johnston County. I currently preside over the Selma Elementary School Parent-Teacher-Community Organization, I am a member of the Selma Lions Club, and I am blessed to visit many local churches throughout our community.

Selma is a beautiful town that grows and becomes more impressive each day. With the help of Selma’s citizens, business owners, and employees our town will continue to thrive.  I will do my part, to the best of my ability, to ensure Selma’s continued success!

Mayor Pro-Tem Joseph Scarboro

Joseph “Joe” Scarboro is a member of Selma Baptist Church. Within his Church, he serves in various positions as a deacon, usher, buildings and grounds and stewardship. He graduated from Johnston Technical Institute with AAS degrees in Business Administration, Industrial Management and Accounting. He is a United States Marine Corp. Veteran serving as a Military Policeman. He has been married to his wife Nora for 44 years and is the father of two sons, Joel and Jeremy (deceased). Because of their son’s death while attending Smithfield-Selma Senior High School, he and his wife started the Jeremy LaShawn Scarboro Memorial Scholarship. They have awarded the scholarship every year since 2000, the year Jeremy would have graduated. The scholarship is fully funded by Mr. Scarboro and his wife Nora.

In his spare time, he enjoys attending car shows.

Councilmember William Overby

I’ve lived in Selma all my life. I have been married to my wife, Gloria, for 49 years and we have a daughter, Rena and two grandchildren, Cameron and Alexis.

I’m a member of Selma Original Freewill Baptist Church. Within the Church, I’ve served in positions as a deacon, usher, Building Committee Trustee, and 5th Sunday Gospel Singing Coordinator.

I graduated from Smithfield Selma Sr High School, Wake Technical College, Durham Technical Community College, IBM Robotic Technician College, and SuperPro University.

I’ve also

  • Participated in the Guardian ad Litem (GAL) program
  • Served in the US Army 63B10 Wheel Vehicle Mechanic (honorably discharged)
  • Served on the Formal Council
  • Worked for IBM for 33 years
  • ISS Coordinator at Wilson’s Mills Elementary School

In my spare time, I enjoy singing Gospel music.

Councilmember Amy West Whitley

Amy West Whitley grew up in Smithfield and has lived in Selma since 2005. She graduated from Atlantic Christian College (Barton College) with a business degree and has over 30 years of service with the state. Currently she is working with the Department of Justice in the financial services division. She travels the state working with all divisions of the Department of Justice including the state crime labs and the Western and Eastern Academies.

Volunteer time has been spent with:

  • Selma Planning Board
  • Selma’s Board of Adjustment
  • Selma’s Historic Properties Commission
  • Paul A. Johnston Auditorium Board of Advisors
  • Neuse Little Theatre Board of Directors
  • Junior Women’s League of Smithfield

In her spare time Amy enjoys spending time with family, traveling, theatre and concerts.

Councilmember Susan Parrish Watson

Susan Parrish Watson is a lifelong resident of Johnston County.  She grew up in Selma and graduated from Smithfield Selma Senior High School in 1979.  She spent two years at Meredith College and transferred to Appalachian State University where she graduated Summa Cum Laude with a BS in Special Education.  After student teaching, she decided to pursue a career in funeral service with her family.  From May of 1986 until September of 2023, she helped serve families in Johnston County working alongside her family and her husband at Parrish and Underwood Funeral Homes.  Susan is now retired.

She is married to Chris Watson, and they have three children and one grandchild.

Volunteer time has been spent trying to make a difference in her community by serving in many different ways, but most notably on the following boards:

  • Johnston County Education Foundation
  • First Citizens Bank Board of Directors
  • Town Council of Princeton
  • Johnston County DSS Board
  • Selma Town Council

In her free time Susan enjoys browsing antique shops, sewing, morning walks and traveling to Utah to see her grandson.
