Welcome

Welcome to the Town of Selma’s newly redesigned website.  We hope it enables you to find the information that you need quickly and efficiently.

Our website is not the only thing in Selma that is changing. Change abounds throughout Selma. New homes are being built. Existing homes are being renovated. New businesses are opening in Uptown Selma and in surrounding shopping areas. Businesses and citizens are increasingly involved in “Activate Selma.” There is no doubt that Selma is moving forward!

If you are not already a Selma resident or business owner, I hope you will visit us and find out for yourself why Selma is “The Crossroads of Tradition and Innovation.”

Mayor Cheryl L. Oliver

Mayor Oliver graduated from Selma High School, received a B.A. in English from UNC at Greensboro, and an M.S. in Secondary Education from Pensacola Christian College.  She subsequently held a variety of positions in education and business including: Administrator at Friendship Christian Schools in Raleigh where she helped grow the school from K-6 to K-12, Adjunct Instructor for Johnston Community College, and Director of AT&T’s Marketing Strategy and Internet Operations Division.

In 2011, she was elected Mayor of Selma after serving one term on Town Council.  In addition to serving as Mayor, she represents Selma on the Johnston County Economic Development Advisory Board, chairs the Johnston County Mayors Association, and serves on the Board of Johnston County Industries.

Mayor Pro-Tem Jackie Lacy

Jacqueline “Jackie” Lacy was born and raised in Selma. She graduated from Richard B. Harrison High School and received her B.S. degree from North Carolina University. She spent 33 years in the education system and retired in 1995. Since then, she has been an active volunteer for several agencies in Johnston County and in her church, First Missionary Baptist Church. She has been a member of the Selma Town Council since 2001 and serving as Mayor Pro-Tem has been an awesome journey. She is the mother of one daughter and three grandsons, who she treasures very much.

Councilmember Joe Scarboro

Joseph “Joe” Scarboro is a member of Selma Baptist Church. Within his Church, he serves in various positions as a deacon, usher, buildings and grounds and stewardship. He graduated from Johnston Technical Institute with AAS degrees in Business Administration, Industrial Management and Accounting. He is a United States Marine Corp. Veteran serving as a Military Policeman. He has been married to his wife Nora for 44 years and is the father of two sons, Joel and Jeremy (deceased). In his spare time, he enjoys attending car shows.

Councilmember Byron McAllister

My family and I moved to Selma in early 2017 after we found our dream home in our dream town. My wife, Sara, and I have made community involvement one of our top priorities.  I am proud to say we have been able to participate in a myriad of community activities here in Selma and throughout Johnston County. I currently preside over the Selma Elementary School Parent-Teacher-Community Organization and I am blessed to serve Edgerton Memorial United Methodist Church as lay leader.

Selma is a beautiful town that grows and becomes more impressive each day. With the help of  Selma’s citizens, business owners, and employees our town will continue to thrive.  I will do my part, to the best of my ability, to ensure Selma’s continued success!

Councilmember Ann Williams

Ann Williams is a native of Selma. She received her B.S. in English, and her M.A.Ed. Education Administration from East Carolina University. She was a teacher for New Bern City School System, Edgecombe County Schools, and Tyrell County Schools. She retired from Johnston County Schools after 35 years: Teacher SSS High, Asst. Principal and Principal South Johnston High School, Assistant Superintendent 12 years in charge of Maintenance – 33 campuses, 4.5 million square feet of heated space; Construction of all new facilities – 20 new prototype schools, 20 large custom designed schools, additions, and renovations including Selma Elementary. Established district print shop, video production, and supervised the school lunch program – 33 cafeterias – 33,000 meals a day. After retirement, she was hired by Berkeley County Schools outside Charleston, SC as Chief of Operations for Maintenance and New Construction. She, also, worked for an architectural firm for four years as an education consultant. Most recently, she chaired citizen committee that renovated the Selma Civic Center.
